Is there anything that hides arm-worn shields? And if so, where can I get one?

Armor hider.

For armor-hiding items specifically, search the wiki for armor "invisible when properly turned".
There is also the omni-hider from the Ruins of Ulf'Hara.

You will still need to provide an armor-hiding item if you want to go this route. (Some merchants will combine magical item hiders or move the hiding mechanics from a magical item hider to a mundane item, but I have not seen any that simply add hiding mechanics.)

You might like to know that most armor hiders are considered very expensive.
- The worry beads were very limited and I've actually not seen any sold after the event where they came out, despite many posts requesting them. That means that if they sold it would most likely be for 10,000 plats or more.
- The triskele brooch is from Beyond the Barrier Quest, which is around $25 and not available right now.
- The silver torque is perhaps the most common and sells for around 1500 plats.
The good news is that they will hide ALL of your armor and shield by default, allowing you to choose which pieces get displayed. For example, you could hide just the shield and show everything else, or hide all armor but a helm, etc.

Isharon is right: You need to provide an existing armor hider in order to add it to an alteration. Off the top of my head, the alterers you'd need to look for are Keishalae, Turialo, Andriette, Yeyaru, or Esado, though there may be more. Personally what I recommend is to pick up a cheap self-hiding pin and add it all your other hiders to that -- then you get all of the hiding without having to show any other jewelry/items in your inventory.

So looking at the list a bit...
The torque from HE, assuming the game is back this year. How hard would it be to get it with 0 sling skill? I can obviously work it between now and then, but just curious. Disclaimer: I haven't ever been to HE, so I have no idea beyond needing a ticket to get in.

Not being run or no runs currently available? You can email the box office to ask to set up a public/private quest unless it's 100% discontinued.
Uzmam! The Chairman will NOT be pleased to know you're trying to build outside of approved zones. I'd hate for you to be charged the taxes needed to have this place re-zoned. Head for the manor if you're feeling creative.
