As far as I am aware it is limited charges.
Its effect
seems
to be to give a bonus to your Guild Skill(using it on my Necromancer gave a +Thanatology), though I've not tried it with other guilds. Couldn't state how large a bonus it is.

It is still a nice weapon, would have been better if it has unlimited charges.
