The shop description of it says, "Holds Knives Only! These bandoliers are 'especially light and a touch magical.'" What the seller told me is that they are not supposed to count the weight of the daggers inside them.
Messaging indicates this too:

It falls into place, light as an Elf's whisper.

The throwing dagger slides easily out of the leaf bandolier. Strangely, the bandolier doesn't seem any less full.

However, when I weighed it, with all 5 daggers it was 60 stones, and when I removed the daggers one by one it went to 50, 40, 30, etc.
I'm just wondering if the bandolier is actually intended to reduce weight, if it might be doing so in a way that MAMAS can't detect (i.e., only when worn), or if it's bugged.
Basically, should I ask for my money back?

Is the Weight: 10 stones correct on Epedia? And how much do the knives weigh? It might lower the weight, not negate it. Or since older item 3.0/1 didn't get factored in like some older magic items.

Yes, the bandolier by itself is 10 stones. The daggers are 10 stones each. So, according to MAMAS, no weight reduction at all. I also tried appraising it myself, in case maybe the reduction happens when worn, and that's not the case either.

Could the bandolier reduce the weight of other types of throwing daggers down to 10 stone? Have you tried putting in other types of throwing daggers?
I seem to recall a similar discussion when these bandoliers were sold. Someone tried to verify that it worked as the signs and verbs implied. At the time, MAMA's gave a similar contrary result. I forget if we ever figured out what made these items special, if anything, or not.
Do I think the trader duped you? No. He or she probably thought it worked as the messaging indicated. Could the bandolier be buggy or just give fluff messaging (instead of a mechanical benefit), possibly. I think it needs more testing.

Really the best way to test would be withdraw coins until you're exactly 1 coin into the next weight category. Then move a knife from your backpack to the bandolier and see if you change weight categories.

This is the sign from the shop about them when they were sold. The harnesses weigh the same for magical and non-magical. Basically they start lower so you don't have a 100 stone bandolier on you. If that wasn't what you wanted to buy prob talk to the Trader.

I assisted about it in game and the GH told me it was bugged. I submitted a bug report, so maybe it'll get fixed if someone gets around to it.
Thanks for the input, everyone. I learned that assisting is a good way to go with these kinds of items and that the new BUG system is much better (apparently) at actually notifying the GMs.

Hope it gets fixed for you. The last old magical item I assisted about (a quest prize holy magic booster) is still on a "to do" list somewhere.

It's worth noting that, bugging on occasion (not exactly sure how often that is a few weeks, over a month), allows things to stay on radar (for lack of a better term on few hours of good sleep).
