Does anyone know if the Grey Raven Commissary's safecracker's thigh bag and the goggles contained in it still give a boost to disarm/lockpicking, respectively? Since they are both aspects of the same skill now, does the bag no longer function since it was a disarm boost?

Riveted to the metal is a small copper plaque depicting a shield crossed with a longsword overlaying a field of thirteen stars. Encircling the design are the words, "Many Faces - One God."
Only the thigh bag seems to be working to boost the disarm, the safecracker's goggles didn't work when rubbed.
I did bug it, because I feel this isn't working as intended.
