>I think player PVP stealing teaching too well would just bring back stealing circles of yore with no risk. And I'd be cranky when all them kids got easy ranks.
Yes would need some kind of timer. But not a general from all people timer, somehow link PC to PC timer.
It would need some kind of skill check. Like 700 stealing vs 25 perception no learning. 250 stealing vs 300 perception great learning 400 stealing vs 400 perception learns decent 500 stealing vs 250 perception learns but like 1/34
Yeah nevermind prob be too hard to stop cheating.
[20:11] Chatter[Arathael] Usually only get skill when it's successful.
[20:13] Chatter[Morpion] Thats why Arathael has 0.00 ranks in Getting Girls
[20:14] Chatter[Arathael] =(

After seeing the initial results and some discussions with the powers that be, we've decided to do a one time amnesty of all prior crimes to offset the previous lack of decay.
You need do nothing to claim your amnesty, it will automatically apply.

The judge gazes down at you with stern eyes, "Nefidyne, you stand before this court accused of endangering the public. Though the evidence against you is considerable, final judgement has not yet been reached. How do you plead?"
[PLEAD INNOCENT or PLEAD GUILTY]
I> plead guilty
You raise your voice and confirm yourself guilty of the accusations.
The judge nods gravely, "Though confession does not eliminate the stain of your crimes, admission of one's guilt is a good first step towards rehabilitation. Let us proceed."
After a weighty pause, the judge speaks, "Nefidyne, you have been found guilty of endangering the public in the Principality of Zoluren. It is with a solemn hope that you will change your ways that I pronounce a fine upon you of 76 platinum, 8 gold, 3 bronze, and 8 copper. If you cannot pay immediately, your things will be held until you can repay the debt to society that you owe. Failure to come up with the money within twelve days shall result in a forfeiture of your possessions, and their intrinsic value removed from your debt."
lol maybe resetting the current GM hax on fines might be a good start.

I've made a minor correction to the way prior crimes influence your fines.
Previously the effect of petty crimes and felony crimes were multiplicative with each other. They are now additive. The end result is people with a fair number of each type of crime should expect to see their fines drop a fair bit.
