zukir is not exactly someone i'd expect a fair trial from.

keeping well away from the "law" is something to be desired.

the government of ilithi too, has had its dealings with necromancers over the years <see dragon priests burning the city to the ground on more than one occasion>. nor would the barony of therengia be any more amicable - the home of the hounds is, after all, rooted there i believe. A government with the paladin guild in the same building as the keep isn't likely to look kindly on anyone of that ilk.

now, the governments of qi and of hibarn- there really haven't been as wide-spread RP events in which people have had "meet and greets" with the rulers - but at least in hibarn, the long antagonism between the dwarves and the elves - particularly sidhots' bone elves - would not propose any sort of leniency from the dwarves either.

the only place - and this is highly predicated on the long-standing neutrality of the trader families that run the place - is Muspar'i, and even they have had certain necromantic invasions that would not kindly dispose King A. towards anyone "suspicious". Although with the influencial S'Kra families there, at least there is a fully functional Dragon Temple, although it follows in the teachings and traditions of Sh'kial, and not that of D'zree, the hounds have not found a particularly warm welcome in that city. <Muspar'i - the switzerland of elanthia>

Again, Ratha, and the other islands have their own systems. But any island as keyed into Eluned as Aesry obviously is, is not going to be tolerant of necromancy either. Mer'kresh as the seat of that government would be intolerant as well. Now, on the other hand, if one travels to Hara'jaal, the enclave there is not a justice zone and i had no problem helping the denizens find their way to the necessities of the great work...
