This is a really nice change, though. I can actually Whirlwind while hunting without dying now. It already hurts balance pretty significantly after each use, so I agree that giving such a huge defensive penalty just because it was the last maneuver was a bit excessive.

The other big problem was that in order for whirlwind to be practical, you need to have multiple critters at melee, so on top of massive defense and balance penalties, you've also got the multi penalties in play.

I can't use them all at once, unfortunately, but either choice results in much destruction and fun. If I could just get my hands on a repeating HX my collection would be complete.

Actually, yes. You are a little tazmanian devil with Whirlwind. You're basically punching people as a whirlwind of destruction, but using the brawling skill as a skill as opposed to medium blunt or heavy edged or any melee/pole ranged weapon. The act is no different than using whirlwind with edged weapons, blunt weapons, halberds, pikes, quarter staffs.
That's just the act of using whirlwind because the motions are the exact same thing, but the weapons are different. For this exact same logic and reasoning, we're also able to cut out of webbing with edged weapons, blunt weapons, halberds, pikes, quarter staffs.
Mind you, you still should have the ranks/stats necessary to use whirlwind with all this in mind.
Just as a sidenote:
We learn about weapons constantly to be successful in the guild. We literally ARE a weapon and that cannot be forgotten. Let's say the local guard takes away your weapon - that will not stop a Barbarian as no one can take away two things: a Barbarian's presence and a Barbarian's two fists.

The reason that I didn't include using kicks for WHIRLWIND is because that would not follow the logic that when you are using the whirlwind combat maneuever, you are still using the same motion.
The exact same motion when you have 350 ranks in a weapon is the same or the exact same motions to tear webbing due to the act of whirlwind (much lesser weapon requirements for that). This would not follow suit if we went with a whirlwind for kicks (which is basically a roundhouse kick). While it would be nice to have the option for both, I prefer the KISS approach with what we have available to the guild presently. A spinning fist attack is no more or less effective, silly, amazing or whatever adjective you'd like to describe it as compared to a spinning blade, blunt, quarter staff, halberd, type of attack.

No offense here, but a roundhouse kick is basically a snap kick thrown with your side facing the target. The maneuver suggested here doesn't really exist, but it would be similar to a crescent or wheel kick. I only mention it because I think the wording used here might confuse people who have studied the arts a bit.
