I would hazard a guess here that its whichever one comes "first" on the current weapon list.

As I've had identical weapon ranks in certain weapons, even more if not truncated for beyond the decimal point for two - and had the first one in the normal "list" come up as the higher weapon < where the system lists your 3 top weapons>

For example:

<These weapons are under the current system>
ME 300.95
LT 150.35
Brawling 150.85

Theoretically - if beyond the decimal were not truncated, would list from greatest to lowest as

ME
Brawling
LT


However, they do not, they list as

ME
LT
Brawling

So I would wager that under 3.0 that whereever the based skills original position is where they derive the combined weapon skill <LE and ME would remain in first position as Small Edged or Small Blades or whatever it is>, thats where it will be listed.

So it will calculate whichever weapon to be your top if ranks are identical as whichever one comes "first" in the list.
