I happened to trip into this bug, I don't know if it's been reported yet. While running through cougars, I happened to use scream havoc on one while it was at missile range. It instantly was at melee after I used it. It is easily repeatable as I went back to try it again to get a log for this. Here is an unedited log:
[Woodland Path, Dense Forest]
A well-worn dirt path that travels eastward through the forest ends abruptly at this point. Towering trees spread out in all directions, standing silent and watchful like arboreal sentinels. Brambles and knotsweed cover the heavily shaded forest floor. You catch a glimpse of an ancient, crumbling tower through a break in the trees. You also see a cougar.
Obvious paths: north, east, south, southwest, west, northwest.

Unable to keep its balance, a cougar tumbles to the the ground!
