Causes the target to pass a save check or suffer a -charisma debuff. Note that while debuffed, which can be dispelled, they will suffer a chance to hurt themselves when trying to execute offensive maneuvers. So rather than getting off that TM spell or weapon swing, they see messaging that it succeeded (missed). Everyone else sees them acting crazy and casting spells at themselves.

Old messaging is still there.
