Once upon a time, every guild was supposed to get one as well as a decently powerful ability at 100th circle.
Moon Mages really got the best part of that deal before it was scrapped.

The idea of a 100th circle capstone has been scrapped, yes. The last official word is that no new ones will be worked on.
I think the MM one is the only one still working? Barbarian War Stomp was never converted to 3.0, I don't think.
But the flip side is that (some/most) guilds have abilities which will take you slightly past 100th to get?
