The problem with light weapons is that their bonus can be replaced by pure skill, which is not true for heavy weapons. Add in the fact that many barriers and armor have a flat -x reduction to them, rather than a percent, and you start running into issues.
Ironically, this is the exact reverse of before, when excessive skill plus balance and agility ended up doing more damage than suitability or base damage.
