Well presumably empathy has something to do with shock. I was simply posting how it made sense to me. Things outside my range aren't going to cause shock. Maybe it's not identical to perc health, I see no reason it has to be. But empathy and shock can't possibly stand completely free of each other.

Aes Sedai are obligated to always tell the truth. So, instead of lying, they say things in a way that is the truth, but not completely honest and in the open.
Empaths work this way too. They're obligated to not hurt things themselves, but that doesn't stop them from forcing/tricking/asking other people to protect them and harm others during that protection.
