I've received this message a couple of times, and I was wondering what it meant, exactly. It usually pops up about 20 seconds after I do a 'perceive health', but not every time. Just once in a while.

It generally means you've bitten off more than you can chew.
You will get that if there is more to perceive than your skill can handle, generally in large groups of people/things. If the group is large enough you can even give yourself a head bleeder.
Think of it as brain overload.

I've also gotten this message when I was manipulating far too many things, and then tried to perceive health. While it was not accompanied by the usual stun, it did confuse me the first time I saw it. I think the idea, though, is that you are either perceiving way more than you can handle, or your concentration is too low to succeed at perceiving any health at all. Just a guess, though.

I've never seen it take 20 seconds to appear, but as far as Perc Health goes it means you succeeded at perceiving more things than you've got ability for.
PH has two forms of tracking, which I refer to as the "what" and the "who". "What" consists of the categories--empath, non-empath, critter, etc. These come roughly every 50 ranks combined of PP and Empathy.
"Who" refers to how many of each/all you can find (it's one large pool, so it's not like you can find say 10 empaths without a problem while 1 non-empath will overwhelm your system). This number increases on a rank-by-rank basis, or some multiple thereof (ie, 1 per X ranks).
You will notice definite periods where crowds become alternatingly easy to work and hard to work because of these tracking aspects.

if your doing the percieve health thing and you get it don't forget that it hurts your internal head and nerves (and yes it stacks)

I believe it's rolled based on empathy and discipline in some obscure formula I know nothing about

Wounds, scars, disease, vitality, and poison all factor into the equation. The main reason you see such variance is because the people you are sensing are more injured than usual.
Your own such items will also inhibit your ability, at least as far as your head and nerves go.

They do not factor into the experience equation. I cannot comment on whether or not they have a bearing on the threshhold at which an empath is overwhelmed. By extension, I would think they would not, but since I don't know that is purely a guess.

I've not noticed any difference in my wounds and my effective perceive health abilities. If you have a bad enough head wound you just can't do it at all, but other than that, it's a do or do not thing. Chaos theory would be more accurate to describe other's wounds and the effect, not to mention I think it would be an incredible drain on resources, so I doubt that their wounds play into it with any more relevance than their current vitality
