Something I've always wondered, are the circles that you gain new spell slots pre determined or based on something else? If the latter, does anyone happen to have a list or what circles give spell slots?

Using the for-free version of spell-slot acquisition, you get spells like a magic primary:

1, 2, 3, 5, 6, 7, 9, 12, 15, 18, 21, 24, 27, 30, 33, 36, 39, 42, 45, 48, 51, 54, 57, 60, 63, 66, 69, 72, 75, 78, 81, 84, 87, 90, 93, 96, 99, 105, 110, 115, 120, 125, 130, 135, 140, 145, and 150. It will probably continue this way up to 200, but I don't believe we can go past 150 just yet.

Provided you have coin and TDPs, however, you can basically get as many slots at any circle as you can afford.

Braiding grass or vines is by far the best method since it's free and there is no skill cap. It's been a long time since I've started a newbie so I'm not sure if you are under the effective range at 60 ranks, but if you are you're not by much. It should be rocking your world. My Empath has nearly 300 mech and he still learns very well from braiding grass. Others have reported still learning from braiding above 400 ranks.

Add grass or vines to your braid as necessary, and toss the braid and start a new one once you get the message where you wonder if it's wasted effort and start over.
