When Does perceve health kick in on non empaths and npc's.. Im in plat and I hear about 50 of empathy and and PP. Not many people to heal and get nothing really for healing any ways.. have to get tought it it seems.

Non-empaths will officially kick in at an average of 50 ranks between empathy and PP. It probably won't become reliable or training-useful until around 75 average.

I haven't tacked Farman to a wall long enough to ask him any questions about his notes, but all datapoints still on the forums (except like 3-5 were for higher levels) adhere to the 200-rank average cycle shown in the table.
There's just not enough data to really test this rank-average hypothesis, however, as %90 or more of us have sensibly trained along a 50/50 split (I mean, who really wants to be the circle 1 novice with 600 PP?).

I never kept notes on this, Purehand was the one keeping track I think...
But I do remember noone was able to pin down, or even propose, a formula. It definitely uses Power Perception and Empathy, probably each required to be above a certain minimum. And there's most likely another variable thrown in there we haven't accounted for, discipline would make sense.
