This probably won't happen, but I've been thinking about it a lot lately and it seems to make sense.
Many people have suggested that shock and empathic sensitivity work on a sliding scale while others think it should be kept the way it is, but perhaps with a shorter stun and shorter penalties. I've come up with a sort of hybrid of this.
It would function overall as a scale. The left end would represent being completely shut off from all other living things, to an extent even greater than current empathic shock and people who are otherwise non-empathic. The right would represent an attunement and sense somewhat like Trylaine's. Needless to say that either extreme would be pretty much impossible for any PC to get to. It's my view that most empaths hover somewhere on the right side depending on skill, but hit neutral or go to the left when they harm/kill.
When an empath attempts to harm something they will still temporarily lose their ability to heal and do other activities associated with healing and empathy (including manipulate, even though it doesn't now). However, temporarily will be scaled down by quite a bit, to as short as 10 minutes, and the stun will perhaps be something that can be trained off. I see this as the reflexive supression kicking in violently for a bit, but then wearing off (rather than being there and then suddenly not being there, as it is now) leaving the person's empathy a bit closer to unsensitivity. It will be possible to cross the neutral point, however. At this point, it will act like shock is now, and the length will depend on how "far" to the left you go.
Now, being closer to the unsensitive side will weaken your empathic abilities. This may affect everything from Shifting to Manipulate to how fast you transfer. It'll come back to what your "normal" level is (determined by your ranks, perhaps circle, and maybe some other factors) gradually, but it may be aided by certain activities. You may even be able to go over your "normal" area with some effort.

I like the idea to an extent. Especially about having it affect all areas shift, manipulate etc. However, I think on the other side, regaining the abilities needs to be more challenging then a 10 minute wait. Perhaps I misread that. I think there would have to be some mechanic in place to atone for what you have done, and to reopen your mind to your empathic abilities. It should be difficult, but it shouldn't be impossible. And yes, the stun should definitly be able to be gotten rid of.

The complete loss of abilities would be the immediate, initial response. The long-term penalties would be your sensitivity gradually getting less and less with each blow until it finally hits neutral (and you go into shock in a more long-lasting way) or you somehow atone for it or wait until it regains on its own.
There will definitely be a long term thing. The initial thing that is akin to what shock currently is though is what will happen right away.
