This spell has a 10 minute capped duration, like most other battle spells and it's primary function is combat related. I'm wondering why this is a non-battle spell (longer cast time) as opposed to a battle spell?

Never attribute to malice that which is adequately explained by stupidity.

To better send us into panic attacks when we're trying to use Innocence to save ourselves when things have gone poorly?

No seriously, good question.
