As I see all the trouble that is going on in the Empath Garden now that it is an 'Open' room, why was it changed? I know I never heard anything about why it was done, and it has caused all kinds of chaos in there.

Opens room means you can combat someone in the room, or sometimes a room that doesn't disallow stealing.
