Yet again I was shown to be wrong. I don't know when this was changed, but I found out that it is just a hard req:

Two empaths of 25th circle (or more) to have someone REMOVEd from the guild.

Silly. And frustrating because you can't just stop someone from walking in and killing a fellow empath by having him removed even if you you're circle 50 or more (which is twice the min).

But, what's more, it wouldn't have mattered as there were empaths wanting to remove him yet he stayed in hiding.
