Shift Moonbeam has had another adjustment.

1) Its mana range and difficulty is now much more normal, from 5 to 20 mana (cyclic) and with standard difficulty scaling.
2) Range of your shifting is now based on Potency + PM instead of held mana. Directly shifting a beam onto someone is still PM and range locked like before.

Please let me know how it goes. For distances, particularly in P4, cast as high as possible.
