What npc am I supposed to talk to to get a hint about the quesT? I have not been able to find out anything.

There are a couple different people you can talk to that will allow you to garner a bit of information on the spell. They're all in Throne, though, and one of them wanders.
I don't really want to get too specific on the boards about who ya need to talk to about what. You can IM me at Filthy Sentiment if ya like, and I can give ya some more specific hints.
