Has anyone experienced this issue in certain locations? Is there some mechanic I'm running into I have not been aware of?

Yep.

I don't know what the specific room flag is (ie: maybe it's anti-critter but maybe not), but there are rooms where you can't bring a mob. You might have some rooms that are pro-summon but anti-combat.
If you feel the room shouldn't be set this way for whatever reason, you should BUG ROOM.
Uzmam! The Chairman will NOT be pleased to know you're trying to build outside of approved zones. I'd hate for you to be charged the taxes needed to have this place re-zoned. Head for the manor if you're feeling creative.
