After doing some testings. It appears that VOD is not affecting the targets perception.

Casting on two test subjects. Both did not show any perception hits with EXP MODS. Other perception nerfing spells, like swarm, do show the perception hit.

It does however show the wisdom debuff, that appears to be 5%.
