My baby Necro forgot to use the JUSTICE command and has been socially outrageous for the past three weeks now. Do I have to actually stay out of town for this to drain? I've made sure to get the two hours and change log in time every day to get rid of it but no luck. I've gone at least a week and change without using any services or seeing the accuse messaging, would love some clue as to how this drains. Also, does the empath guild booting you cause it to go up? I know when you get accused at the other services/shops it 'goes without saying' you'll be accused, but the empaths don't give that messaging. Thanks in advance for any help!

SO will drain anywhere. Hanging out in town just makes it far more likely you'll be accused again, which is a massive SO spike.
It can take weeks or months for high-level SO to drain and every time you try to use town services before then you just lengthen that time by a day or more. I am not sure about Empaths, but it would not surprise me. Treat it like a wound: if you keep poking it, it's not going to heal. Just take the hint and stay out of town for awhile.

It can take weeks or months for high-level SO to drain and every time you try to use town services before then you just lengthen that time by a day or more. I am not sure about Empaths, but it would not surprise me. Treat it like a wound: if you keep poking it, it's not going to heal. Just take the hint and stay out of town for awhile.

No, unless you are doing things to continue to gain SO or are not staying logged in enough per day to drain it off at the highest rate.
The best way you can make sure you are not gaining any additional SO is to leave town to avoid accusations and accidental SO gain, not gweth, and if you must go to town, do not do anything except WITHDRAW money, PAY fines, or get your items from the guardhouse.

I got new charges and the healer refused to heal me when attempting to get healed by an npc healer with the non-necro social corruption flag on. I can only assume my corruption timer was reset or at least extended, and I imagine it would be the same story for a necromancer who can still use all of the npc healers.

I assumed he meant attempting to enter the Empath's Guild, which results in Constanze appearing and kicking you out if you have SO. If he meant using an autohealer, yeah, that's an SO hit.

Does "leaving town" mean leaving a justice zone, or is there some other measure that determines whether or not you are concerned in-town? I.e., if there are rooms within a city, will I still accrue SO or be in danger of being accused?
Also, if I were to stumble upon such a room/s, should I BUG it in-game, or could I email someone to take a look? There are some swaths of rooms I've found that probably should be considered in-town/justice areas, but bugging each room independently would be a huge hassle.

You do not passively accrue SO in town. You accrue SO through accusations, committing certain crimes in certain circumstances, casting spells, or attempting to use most town services while your SO is 50% or higher. You accrue Suspicion, which is a distinct tract and functions very differently from SO. You will know you are in a justice area when you type JUSTICE and it says that area is watched by law enforcement; there is no other hidden mechanic at play AFAIK.
I have BUGged a number of rooms that are justice but shouldn't be (like a random stretch of rooms on the NTR) or aren't but should be (like the grove out the west gate), and I've never seen them change, so I honestly stopped bothering.

I'm going to regret this - but in this very specific case you're best bet is likely to send me a list of the rooms directly rather then having them get lost in the pile of bug reports.

Couldn't resist - I got all my outrage repeat casting UNDER the warehouse in the smuggler passages. The villagers with pitchforks are upset and chanting burn him UNDER a warehouse!? What kind of smugglers tunnels have pitchfork wielding villagers hanging out anyway!!?? Ok. Sorry. That was venting. I still haven't lost my outrage but it's dropped? I think I noticed it says people are 'suspicious' rather than 'certain'. So I'm going in the right direction. If Consume heals twitching I'll die happy. After Spiteful Rebirth anyway. Then I'll get introduced to some DO yeaaah.

Suspicious does indicate a high but not damning (heh) level of SO. Additional criminal charges (including lesser ones like thievery) and gwething will both increase your SO, so avoid those activities until that line goes away. Always check JUSTICE if you aren't sure where you are is a justice area; sometimes they can surprise you.
Consume Flesh does in fact heal twitching, and everything else for that matter.
