<<I've made a small adjustment to Accuse Necromancy. If you accuse someone, and they aren't in the same justice area, it will be treated as a failed accusation - which can result in jail time and prevents spamming accusations blindly.
I'll start off saying that I like this change, since it prevents the ridiculously OOC necro-list accusal spam. Just to clarify one thing, however...
Lets say I'm in Crossing and Necrobob drops a construct at the Empaths. I spend less than a minute dragging a bunch of people to save them and then head to the guards to accuse. In the meantime, Necrobob has run up to Haven or Dirge to sit around in a different justice area. Does this change register that Necrobob was recently in Crossing and therefore up for a Crossing accusal, or does it blindly base it on his current location at the moment of the accusal? I.e. Can Necrobob troll potential ligitimate accusers by setting them up to automatically fail?

If by that you mean "Can the Necro leave the area so the accusations fail"?

Minor point: You can't accuse Necromancers in Dirge. It's not a proper justice area. Both Haven and Leth are distinct, but they take a fair bit of time to get to -- more than a minute or two. Of course, they could use Moongates or something. It would take some effort to set that up, not to mention a bit of luck. But even in that case, a single failed accusation won't get you jailed or fined, so I don't think it would be subject to any real abuse tbh.

I'm not sure why I read it that way, but the wording of your post made it seem like them being in a different justice area had harsher consequences than when they simply left a justice area. I guess it's just the same mechanic as before, but you and the Necromancer both have to be in the same justice area for it to succeed.

This was, essentially, a correction to the update that checked if they were in the same justice area (vs a justice area) to bring it in line with the previous function.
