Training stealing will inevitably lead to undesired interactions with the justice system, no matter how careful you are. I would not recommend using it to circle.

There was a plan to release critter stealing... and I find that stealing is quite useful to survive.
Also, as long as you take care of your social outrage and keep a low profile you can sneak around town and train stealing.
I have been spending a crazy amount of time in town, with no consequences. Its all in how you do it.

Didnt you get jailed twice for casting necro-spells in town?
Wouldnt it be fair to say that is probably causeing your social outrage?
I remain hopefull that stealing isnt being lumped in with a necro's social outrage.
I could be wrong.

I got busted twice early for using Obf in town.
I doubt that's the cause of my social outrage level though because I had zero problems after that for like two days other then getting arrested for stealing maybe half a dozen times.
I then was accused once (that I'm aware of) which resulted in me going open and apparently having enough social outrage to be "perverse" (Since it was 6 and not 2 hours to change profile).
That outrage died down enough for me to use services again - and flared up again soon after for a cause I'm unsure of.
And has been quite high since (though I have been informed of the 2.5 hours a day max burn off since which I'd forgotten about).
So... I'd say the stealing was hurting my social outrage, but I can't swear to it. I never had any necro spells up in town besides Obf/EotB. I was doing Cut on myself on occasion - though usually not within town walls and unless I just timed it poorly without anyone in the room (That I was aware of).
I also suspect being jailed trying to use a service when your social is high is a good way to get even more social outrage (Which is why I've been having so much trouble burning it off). Alas.
