AFAIK all guilds except Thief and Necros do not count stealing for circlign reqs.
Beyond that, only Thieves and Rangers have survival restrictions of any kind, hefty ones at that.

You can use stealing to circle. Whether you actually want to is another matter.

stealing is definately among the skills you can utilize. being in town enough to actually use it as one of your top 8 isn't such a good idea though.
it will help with the "slips" to have both steal and stalking ranks though.
For the sake of necros i do hope stealing from critters will be coded up sooner rather than later.
