But I seem to remember from my History classes that a Halbard was a weapon a dismounted soldier used against a mounted soldier. Is there an in game reason (somebody needs to be rewarded for using a weapon that was undersued) or a real life reason. I may be mistaken, but I am certainly confused.

Halberd was historically a great weapon and translating the weapon class to DR there should be several combat situations where it is advantageous to use the leverage and other incidental functions provided by a halberd.
However, I must sympathize that mounted combat of any type is not one of those situations.

Back when jousting and the horse system just came out, halberd users raised a ruckus that only pike using people would be able to joust well.
So it was deemed that any polearm skill would be useable in the jousting sytem. Not realistic, but it was deemed the "fair" thing to do.
Frankly I thik polearms should be expanded to include a Lance weapon class. It has been suggested over in the weapon folders.
