Huh? Not even this specific folder is that dead. Which folder are you looking at that that hasn't been posted in since 2002?

The more pressing comment is that 'stalking' is not a skill any more.
It was combined with hiding into the 'stealth' skill.
You should probably read some of these, below, there are a ton of changes.

You want the Survival Skills - Stealth folder which is located in the Abilities Skills and Magic folder.

If you're having trouble learning stealth as a 52nd circle ranger you're either trying to hide or stalk something that's too easy to challenge your skill or failing to hide or stalk it. Either results in little or no experience.
If it's the former, move hunting grounds. Not every critter has equal perception and some things teach stealth better than others. If it's the latter, try removing armor until you're able to successfully hide and stalk. Hunt swarmy things because the more different critter critters you have to stalk the faster and easier you'll learn. If you hide, stalk first critter, stalk second critter, stalk third critter, etc. you should be learning stealth quickly. If you aren't learning quickly you need to try another hunting ground.
Check out the bestiary level list and hunting ladders page on elanthipedia if you're unsure what critters to try.

If/when you run out of critters, hide and use the HUNT command to see surrounding critters. HUNT # critter while hidden and you'll learn a little stealth as you track it down.
Any spell that boosts your discipline stat will help you hide on challenging creatures.
Earth Meld and Skein of Shadows are 2 ranger spells that can also help you.
Shadows (moon mage spell), Rising Mists (warrior mage spell), Misdirection (bard spell) can also tremendously help. For these spells you'll need to cultivate sorcery skill, find a runestone or scroll to cast them with, or become friends/hunting partners with someone who can cast those spells.
