i'd like to see a horse thief title available for both rangers and thieves.
In order to acquire this title they'd have to pass a quest, similar to how both paladins and rangers have to pass a quest to get emerald knight title/key/recognition.
It would involve sniping < you would have to take out some sort of "guard" that was watching the horse>, animal lore, lockpicking <the stable that would have the horse to be "stolen" from - animal lore would be tested by having either one "approach" the horse to be stolen <perhaps discipline and charisma as well, in keeping the horse from raising a ruckus. theft and hiding/stalking/sneaky stuff. you would have to be pretty good in each of these things. I'm thinking like 50 charisma, 500 hiding, etc.
The rewards for passing the quest <besides the title- and a horse> would be 2-fold. The thief would be able to teach people to hide on horseback, the ranger would be able to teach the horse to allow people to hide on horseback. This would be - besides a goodie for both rangers/thieves. an addition to the horse system.

Trained to be race-tolerant so that any ranger could steal it, or race-tolerant in that anyone else you sold/gave it to could just hop on and use it?

no, it would look like maybe a shadowed figure on a horse to a perceptive viewer, someone not so perceptive would just see a horse gallop by, they woulnd't be able to see who was on it.
