Doing a bit of research, I will stand by my argument.
From "The History of Muspar'i -- The Sun's Egg" -
Millennia ago, the S'Kra Mur people were created by Ushnish, and given their minds and tail by Peri'el and the Serpent God Hav'roth.
Once blessed with the gift of tail from Hav'roth, the S'Kra developed into a civilized people.
Alternately, from "Treatise to the Gathered" (the book you seem to be referencing) -
We know of their harmful actions across the ocean on the island of M'riss, for example, where the Elves created from lizards the race of S'kra.
Both theories are valid. I would expect an actual race to be created by gods, not by mere Elves.
However, since this is stepping out of the bounds of this folder, I leave it at that - though I do wonder why some of you seem to want to claim credit for your race creating S'Kra, given your apparent distaste for them.

Skra were created by Elves, when the Elves, were playing with life magic. It was a big mistake on our part. We should have not messed with Necromancy like that. Our world would have been a better place.
As far as the Ranger Philosophy goes, I am going to sit in my tree and pholosophize about dumb falkonis, and dumber krinahd, trying to kill each other with arrows.
