Does See the Wind no longer buff Heavy Thrown by design? I noticed it buffs Light Thrown, but holding a noggin hammer exp mods never shows Heavy Thrown.

Correct,

The See the Wind spell, sometimes called 'The Eyes That See the Wind,' invokes the hypersensitive instincts of the animal world, allowing the caster to judge wind currents well enough to improve his aim with ranged weaponry. Researchers argue on which specific type of animal and trait See the Wind mimics, but the usefulness is indisputable, except when using heavy hurled weapons.

Lore-wise I assume that the justification for this is that:

1. Ammunition and lighter thrown weapons are small enough and light enough to be affected by minor changes in wind currents. Being able to see those currents would help you adjust for them, thereby improving your aim. E.g. Hitting a golf ball on a breezy day.

2. Heavier thrown weapons are too heavy to be significantly affected by minor changes in wind currents, and so being able to see those currents would be of little benefit when throwing a heavier item. E.g. Tossing a bowling ball on a breezy day.

I.e. This spell isn't like Tailwind, which actually creates a strong wind current in your favour that is significant enough to affect HT. It just allows you to read minor changes in existing currents.

As for a game play justification... I'm not sure, except maybe that if it was included the spell could be considered to do too much, and at the very least would entail a slot cost increase. That explanation doesn't hold much water, since Tailwind has the same cost, but it's the best I can come up with.
