Does anyone know if a 'cape' is close enough to a 'cloak' to be altered into one? I'm sure this has been answered somewhere before, but I can't seem to find it. Thanks in advance.

It can be, whether or not they will is up to the GM doing the work. If you're using a LTB scroll, it is safe to say they will change it if the base item is not verbed or complicated in some way.
