Manners is a tricky subject. I was raised by parents with a strong European influence. To me, when I greet a friend, I want to wrap my arms around them and give them a friendly kiss. Most Americans think that you are being rude if you do that.
There are a hundred other little things I could point out, but suffice it to say that what passes as manners in one culture may offend or startle someone in another culture, there really is no such thing as univeral good manners, just universal good will. Sometimes you have to accept things in the spirit in which they were given.

I daresay, though, that it is almost never polite to nibble upon the arm of a stranger.
