Depends on your skill. When you get up there enough, go anywhere people gather. Mark everyone in the room and make sure that noone will see you. Good spots are usually the Ranger guild, WM guild, and NE gate. NE gate is nice too because you can stalk a trader and steal from them while they move around. I will also run around town and find people just standing around to steal from too. You'd also be surprised at how many people hang out in front of the bank with coins.

scc used to be a fantastic room: you didn't have to hide <unless you wanted to>, it was "urban", and it used to get plenty of trader traffic.
