Okay I'm running IP's go down the ramp to wait for the ferry to Crossings, hide and get pointed out of hiding and about 2 plat in gold stolen from me <I know should have deposited>, I go quickly to the guild to accuse and am told it didn't happen on a route, leave caravan at guild and run to guard house and accuse told too much time has passed or I didn't see it happen anywhere in a town where stealing is a crime. Are we just out of luck if stolen from on the ferry dock in Haven and we catch them in the act?

I have never have been able to accuse anyone on the haven ferry dock. Dont know if this is intended or a bug

I think we agree that it shouldn't be Dirge..but the last two times I've got someone on the Ferry towards Haven or Dirge, the only place I could accuse was Dirge. I'm just thinking that the dock is an extension of the ferry and thereby defaults to Dirge. But I could be wrong, the ferry is defintely dirge not sure about the docks.

My test. I had just gotten a contract from Riverhaven to Muspari. Seems as if the Riverhaven ferry docks are a a pickpockets dream. Cant be accused unless the victim has a moon mage with a moonbeam set for dirge standing by.

Haphazardly placed crates, cages, carts, and animals have turned this solid mass of planks into more of a maze than a dock. An eclectic mixture of people nudge for space, as the overloaded landing forces an uneasy closeness to strangers. Some stand engrossed in conversation, while others sit in silence, keeping a watchful eye on their wares. You also see a Baron's Guardsman and a ramp.
Obvious paths: east.

You feel a faint tugging at your belt, and look down to find <censored>pulling his hand out of your purse with some coins.

[Traders' Guild, Shipping Dock]
The only place busier than this loading area is the nearby Trading Pit. Guild workmen unload and empty crates from arriving caravans. These same workers then fill and load the crates upon other caravans for shipment to other guilds. The shipping clerk, standing in the center of this tempest of activity, is perhaps the only force which keeps total chaos at bay. Beyond the rise of some steep steps you hear frenzied cries of business from the Pit. You also see a shipment clerk.
Obvious exits: out.

The clerk takes you to one side, questioning you carefully about the incident. After several moments he says, "I'm sorry, Gossford, but I don't recognize the place you are saying this theft took place. It doesn't sound like any place I know of on the trade routes around here."
[Town Jail, Lobby]
A long wooden counter runs the length of this lobby. A small deobar door to the west leads to the judgement chamber. A small desk behind the counter is covered with an array of papers, some of which you recognize as warrants. A large iron door stands in the northeast corner behind the counter. Both the door to the judgment chamber and oaken door to the outside have secondary closable iron bars reminding you this place not only keeps prisoners in but vigilantes and would be jail-breakers out. You also see a clean gauze covered board and a wooden counter with some stuff on it.
Also in the room: Guilsura.
Obvious exits: out.

You cannot accuse anyone because you have not witnessed someone STEALing coins from you inside a city that has laws against stealing, or you have waited too long and the thief is no longer accusable.

also if you are a lucrative mark and easy then your name will be whispered in the shadows and you will draw more attention where attention is not wanted. I have found that minimizing theft losses and not be worth the time to go after has made a big difference for me. Deposit regularly, if doing interprovinces only carry coppers and bronze for 3 times the ferry fare among other things should help.
