Weapons skills could play a role in a for instance.
If a check was made that the weapon or armor being enchanted was also made by the same mage doing the enchanting they would receive a substantial bonus to its abilities caps.Hence a war mage who trained hard in any combat skill would recieve a reward for that training.This is an added bonus but by no means neccessary to successful enchanting.Make everyone happy.
