I made a few fixes to the Targeted Magic practice ranges.
First off, the Crossing Guild range is now open again.
Second, the attendant should now be indicating the correct currency for the province.
Third, the Mer'Kresh attendant will now let you know that he'll add to your debt if you don't have the coin on you.
Fourth, the Crossing attendant will also add to your debt if you don't have the cash on you.
Last, I put a debt limit in so folks can't rack the debts up too high. If you owe more than a plat in any of the provinces you'll have to pay that off first.

Sorry, forgot to add that you can still buy a target if you have the cash on hand. He just won't add to your debt any further and will refuse to sell you one.
