PW as it stands right now is a little bit more than just a fluff spell. Being able to pull something to melee or push it away is not very useful since it must be targeted, and there is nothing to prevent the target from either retreating or advancing. I was thinking of a possible solution to make this spell actually worth burning spell slots for.
If pulling the target, prevent the target from retreating for a time period determined by the success of the spell. If pushed prevent a target from advancing for a period of time.
Something a long the lines of
>retreat
The Howling winds return slamming you in the back preventing your retreat
Roundtime: 2 sec.
something similar if pushed back.
And of course it would be amazing to be able to target and cast it area as well.

I wish it were a battle spell and not a targetted one. If I could snap it like I do al, moa, anc, ip, etc, etc, etc...

I don't have the spell but I don't see anything useless about an ability that allows you to pull a bow/ranged user to melee or keep a weapon wielding individual away from you. If you're forcing a target to retreat from you the power struggle in a fight shifts to you since you're forcing them to play defensive and you just inflected a penalty to their offense.
PW someone to melee and grapple a ranged user.
PW someone to melee and shove them to throw them off balance.
Keep melee users off you with push to give you room to land a debilitation spell.

Why wouldn't you just cast the debilitation spell? It would be faster to cast than PW.
It's an occasionally useful -- or at least interesting -- tool, but I don't know that it's actually worth 2 slots. Maybe if it broke the advancing status.

Yeah, sounds practical in theory, but it is not. From the time it takes to target the spell you would have already been able to sling out a disabler or an actually damaging TM spell. Secondly, Tingle is far more useful on a bow user than PW would ever be. Dropping the weapon drops the aim and sometimes forces a reload as well, not to mention the agility debuff it gives.
As I said before, it fills a spot that other spells do a better job of.

If I really, really want to manage engagement (and not retreat for whatever reason) I'm more likely to drop a Shockwave, of all things, because even if its overkill and an area target it damages so it has a chance to stun which means whatever is blown back will actually stay there for a second. The root suggested here would make up the difference.

Old shockwave did the trick. Shockwave as a disabler was one of our best spells IMO, the damage you got from adding mof and voi was always just plus i thought. I was surprised to see it get turned into a mediocre area tm spell. You have to win the contest by an extreme amount to even push back to pole range now it seems.
