Because there are no areas which specifically enhance elemental spells, and adding them in retroactively would be a technical nightmare. Not to mention unnecessary, since weather already affects many spells.

Maybe a line that reminds the player/char how weather is affecting spells at the moment?
It could be a lower end PP thing to help newbs.

The problem with that is that weather has a very different effect on each spell, and many spells aren't affected at all. There is no 'blanket effect' that weather has on spells. Also, our spells aren't just affected by the weather -- inside/outside matters too.
The best thing to do is observe weather. If it's raining, expect most of your Fire spells to require a bit more mana to prep and some of your Electricity spells to require a bit less. If you're inside you can expect a few of your Air spells to require a bit more. Common sense, really, once you understand the principles of the elements in DragonRealms.
Yes, we should make the game easier for newbies to pick up, but I don't believe in spoonfeeding them information they can easily acquire on their own. Discovery leads to enlightenment and self-actualization.
