I'm having what I think is an unusual experience.
I was learning TM just fine with pulses typically hitting anywhere from 5% to 9% until I hit my 40th rank. At that point my learning bottomed out completely to 1% pulses even when mind locked. Now I am at 45 ranks of TM and 35% toward 46 ranks and my learning rate has not increased at all. I still only get 1% pulses even when mind locked. I've heard of wall ranks...but I've had it bad for almost 6 whole ranks now, this can't be normal! Just how many ranks do you have to clear before the learning rate increases again?

Actually training my mentals would not to anything at all to help with this problem since ALL of my other skills are learning at normal rates.
Is it NORMAL to get only 1% pulses even when mind locked for 6 ranks in a row?
Again, training mentals will make no difference whatsoever since, as I stated previously, ALL other skills are moving at normal rates. ;-)

He offered good advice. Based on the very little information you provided, I would say raise your wisdom as well. Also, you will notice a slight increase once you pass 50 ranks. It shouldn't be a problem with what you are hunting if you can keep it mindlocked. And the wall rank lasts for only one rank.

My TM skill is the only magic skill to exhibit this behavior, all other magic skills are normal.
The last time I circled I raised int and wis twice each and it made no difference whatsoever.

I suspect you're just encountering the first wall or prewall that really affects you. The wall system is there before this of course but when a wall gives 10% absorption from mindlock (made up number) it's hard to understand the impact the cycle will have on learning at higher skill levels.
Again you refuse to post any additional information.
Are all your magic skills at the same rank? What are they? Doesn't mean diddly if your TM is higher than your PM or Harness. Of course your targetting will move slower than your MD if it is 20 ranks higher.

Ok, I'll stop being grumpy and cooperate. I'm not IG right now but as soon as I get a chance I'll post my stats and ranks. I'm not very happy about the learning rate on our primary skill though, since it slows down advancement to such an extent that I will probably give this up anyway. For me too much work=not fun.
