I was not able to get the quest at circle 43. I was given it when I circled Gulph to 44.
Unless anyone has any evidence to counter this, I would say that 44 is the magic circle.

I thought at some point a list of circle reqs for the pathway quests were posted, but I could be wrong.
In any case, it's 4, 8, 12, 16 for the first four, then 20, 28, 36, and 44 for the second four. Perceive Pathway is given at circle 6, Focus Conserve requires circle 10.

They definitely were at some point; I just didn't find it on a couple of cursory searches.
