Having been a member, and indeed a ranking officer of an unofficial order, I believe I can offer some input.

If all you want is unofficial recognition, then you don't really need to get permission to form your order. All you need is a goal, the people, and agreed-on laws and bylaws. Make very sure about the agreed-on part: Otherwise a schizm would form in your group very quickly. And that can be heart-breaking.

After you've decided on your rules and gathered your people, you can post here and ask the board monitor to create a topic for you so you can post about your events and news.
