I noticed the herbalist back room inventory is blank. I'd like to suggest stocking it with large bundles (25) and fully filled potions like they have in the Solhaven herbalist backroom.
You know you can get nice full elixir bottles at the OTHER store in Ta'Illistim, right?
It is in the NE quadrant of town. Somewhere.
