I'm writing here today after some of the discussions of last night a formal request for consideration of protecting our citizens in the event of further Krolvin attacks, or perhaps even future ones. First of all, I'd like to say that I am glad at least that Casi sent a formal request, and is trying to work with us, I think this is progress that we can build upon. However, I think it short sighted to think that just the layout and potential secrecy of the tunnels are enough to ensure the safety of our citizens. I also worry about the potential time it would take to gather citizens into the tunnels in the event of needing an evacuation, as if they are relying on secrecy this would require appropriate escorts, blindfolds, and other measures, that seem fairly difficult logistics to pull off in the span of thirty minutes or so of warning that we have when we see ships entering the bay.
It is with these thoughts that I would like to propose that we create our own safehouses. We discussed how we might counter the Krolvin portals a few weeks ago, and shunned the idea of an anti-magic ward over the city. I think that was the correct call, and would put more of our defenders at a disadvantage that our assailents. However, I think we could apply the same to certain buildings only. This would protect from teleportation magics, and also should protect from any potential mentalist invasions into our citizens minds inside if they start to bring that as a weapon. As far the locations of these safe houses, they would need to be large enough to fit many citizens inside, but also be able to be defended from attack. I currently propose two likely locations, although I feel we may need a third somewhere on the eastern side of the town.
The first is the Adventurer's guild. It is already equipped with anti-magic wards like I am proposing, and if their leaders agreed, could be very easy to be used for a safe house in an emergency I believe.
The second is the Moot Hall. This is one of our largest structures in town, has defensive positions already on it's room, and I think could benefit even potentially long-term from having the ability to apply anti-magic wards inside it's walls. The townsfolk all know it's location, and again it can fit many people and is defendable.
As for a third location, I'm unsure. I explored the old ware-house on River Ramble, but I don't believe it is sturdy enough to be used as a safehouse. Perhaps you might have an idea to add, otherwise I'd still like to move forward with proposing the establishment of the above two safe-houses that our citizens can evacuate to. I don't think we can necessarily stop citizens choose to seek shelter with the Rooks in their tunnels, but I strongly believe we should be able to offer them alternatives and show them that the town and government of this town also cares about their safety.
