After additional consideration, we've removed the SMR check that was added if the attacker and target had more than a 10 level difference and was wearing spells. The flux damage (from different sphere dispels) before an attack resolves was the main concern, but that damage calculation already uses level difference as a factor. This is also in place of the original logic that would just cause the flare to not trigger at all under this same scenario.
In addition, there is now a SMR bonus if the dispel flare triggers and the target has no spells. It's equal to (# of dispel attempts * 5).
