Meeting minutes for Tilamaires, day 31 of the month Lormesta in the year 5112.

Members in Attendance: Nattor, Anta, Kizalia, Rasti, Aisalt, Ohnus. Kupaka, Oary and Tykeara on the amunet. Special guests: Sabreon, Seeazan, Kranar, Mistros, Kelestra.


Anta says, "First of all, I made a mistake with my dates last meeting."

Anta says, "If you read the meeting minutes, Kizalia's schedule of events is more accurate."

Anta says, "The archery contest is indeed this next month on the 13th."

Anta says, "And the gambling wheel game is on the 19th of this coming month, NOT Charlatos."

Anta says, "The gambling game will be a part of the Alliance festival."

Sabreon says, "We are looking forward to working with you all again."

Rasti says, "I have a report by the way."

Rasti recites:

"As of my last report, on the Day of the Huntress, the 30th day of Imaerasta, in the year 5111, Willow Hall's coffers held 352,872,924 silvers."

Rasti recites:

"Alyias made adjustments to the Hall's Influence Points, and as of Leyan, the 21st day of Eorgaen, in the year 5111 Willow Hall has a balance of 46 influence points."

Rasti recites:

"In this time, the officers of the Hall have spent over 15 million silvers for cash prizes, prize closet items and improvements to the Hall shops."

Rasti recites:

"We also have a reserve cache of prize notes in excess of 10 million silvers in the officer locker."

Rasti recites:

"We have also received numerous donations from all members of the Hall totalling over 5 million silvers.

Of particular note are the generous gifts of Kizalia, Ohnus and Erelad."

Rasti recites:

"As of today, Tilamaires, the 31st day of Lormesta, in the year 5112, Willow Hall's coffers now hold 331,307,095 silvers."

Rasti recites:

"Please give generously to Willow Hall."

Anta says, "We invited Sabreon here tonight to talk about his offer of membership in the Alliance."

Sabreon says, "Good Evening everyone, first let me thank Anta and Kizalia for inviting me to speak to you all this evening."

Sabreon says, "I have come tonight in the hopes that Willow Hall would consider joining the Dreadnaught Alliance, though before I get ahead of myself let me explain a little about the Alliance itself."

Sabreon says, "The Alliance is made up of 9 equal yet diverse organizations, often referred to as member groups. There are three points that form the base of the Alliance with each member group."

Sabreon says, "First, to defend the lands of the Alliance and the Elven Nations. Second is to offer aid and support to all residents of the towns in anyway you can. Thirdly and perhaps the most important is all member groups stand firmly against racism and work to change policies for the better."

Sabreon says, "The reason we founded this Alliance many years ago was to combine the efforts and resources of friendly groups to the betterment of all involved. Either with support for events and festivals to anything else that can help."

Sabreon says, "Now I should say a little about how the Alliance functions, there is a lot to cover but I will be as brief as possible so that I can answer any specific questions if anyone has any."

Sabreon says, "The Dreadnaught Alliance consists of 9 equal member groups, divided into three distinct branches. Military, Civil, and Diplomatic."

Sabreon says, "Decisions that effect the -entire- Alliance are handled by the Dreadnaught Council. Every member group chooses one representative and one alternate to represent them and cast the vote on behalf of their group."

Sabreon says, "Of course time is always given so that the representative is able to bring the proposal back to his group for voting before returning to cast their vote."

Sabreon says, "Each group retains the right to abstain from a vote if they do not wish to vote or discuss the subject. If they abstain and do not cast a vote then they can opt out of that particular policy."

Sabreon says, "Each group in the Alliance remains completely autonomous and holds complete control of all internal matters. The Council determines only things that apply to the entire Alliance or branch."

Sabreon says, "Some examples of an Alliance wide decision would be the recent unanimous vote to accept Fenog's Regulars, and a vote to make a formal pledge to stand against racism, among others."

Sabreon says, "Such as the vote which allowed me to offer membership to the Hall. Which was also unanimous."

(OOC) Sabreon's player whispers to the group, "The webpage http://housedreadnaught.net/council.htm shows the specifics of the Alliance council for anyone who wanted to look further into it."

Sabreon says, "That is the basic way the Alliance functions, hopefully I did not bore anyone to sleep, because I am about to discuss the proposal the Alliance hopes Willow Hall will accept."

Sabreon says, "Unfortunately for years our two organizations have not had the chance to work together, since we often spent time in different towns. Thankfully that changed recently when Willow Hall Join the New Year's Festival which was a great success."

Sabreon says, "We hoped to discuss something more official."

Sabreon says, "The recent construction of your new annex in the Shining City presents us both with a rare opportunity to further this hope."

Sabreon says, "For too long the lands east and west of the Dragonspire have not worked together, though both sides would greatly benefit from this increased cooperation."

Sabreon says, "If we stood together and focused our efforts we could all accomplish amazing things that benefit not only all of us but the towns themselves."

Sabreon says, "We propose that Willow Hall joins the Alliance as a full member group and assumes the position of Civil branch representative in Wehnimers Landing."

Sabreon says, "Willow Hall has expressed interest in increasing their work in the East and the Alliance can help with that. The annual festivals alone provide opportunities for that. The Alliance would gain a strong partner to help coordinate events in the landing."

Sabreon says, "As corny as it may sound every group and its members have to actually care about the other groups."

Sabreon says, "That is the thread that holds everything together, when a member group has their structure completed that is not just a victory for that one group, but one for -All- within the Alliance. It is a shared view that we are all in this together and should never forget that."

Sabreon says, "If Willow Hall does wish to join, the next step after you all vote of course. Would be to send a delegation to meet with the Alliance and discuss the official terms of the treaty and then set a date for a treaty signing ceremony."

Sabreon says, "I hope to work with you all in the future in this cause."

Sabreon says, "Thank you all for your time, If anyone had any questions I would be glad to answer them now. If not I hand the floor back to Anta."

Aisalt softly asks, "There are several types of treaties correct?"

Sabreon says, "There sure are, when I first discussed this briefly with some of your officers I had pointed out that the Protectorate treaty would not be approriate here."

Sabreon says, "So with here we would likely forage a new type of treaty, I always enjoy hammering out the terms."

Rasti asks, "By access to structures is there a way you can gain entry to our Hall and Annex without one of us with you?"

Sabreon says, "It depends how your structure is designed, for example several of the rooms at each of the Allied structures in town are open to the public."

Anta says, "Currently the only public areas of our hall is the companion park and trail."

Sabreon says, "Also we have a way to help increase your coffers if you wished."

Sabreon asks, "Did anyone here see the Raffle event we ran just before the year was up?"

Sabreon says, "That event netted us over 50 million that night, it was a tremendous success in our view."

Sabreon says, "Now we plan to run another one of those soon, Several groups will run 2 or 3 raffles each."

Sabreon says, "But if Willow Hall would also join us and do a couple raffles during that night it could also help beneift them."

Sabreon says, "Because 2 or 3 raflfes people can overlook, but 12 going off in 1 hour is soemthing people plan their days around."

Anta says, "We'd definitely benefit from that."

Rasti asks, "It's not like we're getting married right... just a close relationship?"

Sabreon says, "Though some have expressed concern that htey would be taken over, or something along those lines."

Sabreon says, "To which I always say they should ask Stormwild Hall how that works."

Sabreon says, "And they will say we have never onced in anyway tried to control them or influcene there decisions or whatever."

Rasti asks, "Has anyone ever left the alliance after joining?"

Sabreon says, "One group, though that is an odd story."

Anta says, "Should we enter into the alliance, Sabreon has asked that we include something in our bylaws acknowledging the partnership. To make it more official."

Rasti says, "Sounds like a job for the Parliament."

Rasti says, "OK OK no more questions you have a good history, nice mission and I for one would be happy to serve with Nattor on the parliament to iron out an entraty."

Aisalt softly says, "I will also volunteer to be on the Parliament."

Anta says, "The treaty part seems to be Sabreon's specialty."

Sabreon says, "Aye I will represent the Alliance for the terms."

Anta says, "I think at this point, moving forward, we will have an official house vote."

Anta says, "We've been discussing this a month now. All of the conversations are documented and distributed. The vote will be whether or not we should join the alliance."

Aisalt softly says, "We do have to remember we represent all of Willow Hall."

Anta says, "So the members will have the say."

Aisalt softly asks, "Before there is a treaty to consider?"

Rasti asks, "We need to have something for them vote on or no?"

Ohnus says, "I would say a general vote."

Sabreon says, "Aye, unless you need to vote to see if you wish to enter into negotiations."

Rasti says, "I thought the treaty and petition were the start of it not the afterthought."

Rasti says, "I thought we would send the reps and vote on the treaty."

Rasti says, "I mean the officers vote to send reps."

Rasti says, "I thought it would be an officer decision to enter into talks and a membership vote on ratifying the treaty."

Anta says, "Since all of the officers are present."

Rasti says, "Either way is fine but will we need a membership vote to authorize the treaty too."

Aisalt softly says, "On something like this that affects each member.. I'd disagree."

Rasti says, "Treaty is not in effect until ratified or am I wrong on that Sabreon."

Sabreon says, "Exactly right."

Rasti says, "So we need a vote to start the work and have the members vote to accept or decline the treaty."

Anta says, "With all but one officer present we have more than enough presence here to hold the entering into negotiations vote per the officers."

Aisalt softly says, "To be honest. I do agree."

Anta says, "So I say we vote now. If there is a majority, we will create a treaty and then send that forth for the members to view."

Aisalt softly says, "So basically we're telling the Hall we're in negotiations to form an Alliance."

Anta asks, "All for entering into treaty negotiations?"

Kizalia says, "And I would add that it was mentioned for all the members to send questions or objections the last two meetings."

Aisalt casts her vote with an emphatic "Aye!"

Rasti casts his vote with an emphatic "Aye!"

Ohnus casts his vote with an emphatic "Aye!"

Kizalia casts a resounding vote of "Aye!"

Anta asks, "All opposed?"

Speaking to Sabreon, Anta asks, "How do we move forward with a treaty?"

Aisalt softly says, "I'd like to propose one thing though."

Sabreon says, "It depends, sometimes we have a few brief informal meetings to discuss the terms before the final treaty."

Sabreon says, "Sometimes we sit down and hammer it all out in one sitting."

Aisalt softly says, "I wish to express a concern here."

Aisalt softly says, "I wish to submit to the officers of Willow Hall that Nattor in no way be involved in the negotiations."

Aisalt softly says, "Due to previous um... happenings with Dreadnaughts."

Speaking to Sabreon, Anta asks, "Do you have an issue with Nattor?"

Nattor says, "I'm pretty sure that wasn't the Dreadnaughts."

Sabreon says, "Perhaps it would help if we discussed what the past issue was? I can not recall what it is."

Aisalt softly says, "I know for a fact it was."

Sabreon asks, "Who was?"

Sabreon asks, "Dwarven brothers.... Do you mean Khoal and Trakesh?"

Nattor says, "Those guys yes."

Sabreon asks, "Aha, what did they do?"

Rasti says, "Got hurt."

Nattor says, "Its more like what I did."

Rasti says, "Yeah but helped us iron out a few things in our official policies."

Sabreon says, "Aye, no sense letting something so small halt something that can be so much bigger."

Sabreon says, "Besides, theres members of Dreadnaught that dont even like eachother, but in large groups thats always the case."

Anta says, "Seeing as how Nattor has more positive interactions with the alliance than negative, I see no reason to bar ANYONE from negotiations."

Sabreon says, "Aye, I have no problem with anyone that wants to come talk."

Rasti says, "Sounds easy... so the alliance room could be a gazebo in the companion park or some such readily accessible to the members of the alliance."

Sabreon says, "Also though it will take longer for us, we would also update our banners and such to reflect your membership."

Rasti says, "And having a staff of alliance folks around sure would help during the next Frontier days celebration."

After a short tour of the Dreadnaught Alliance Embassy, Anta then adjourned the meeting.
