There has been a lot of apparent confusion on the part of returning players regarding fixskills and stat reallocations, so this is to hopefully clarify:

A fixskill is granted every year to every player. If you haven't been around, you probably have one to use. You will first use GOALS to set your skills to where you want them, and then click APPLY CHANGES, which will save your stuff and return you to your game window. THEN type FIXSKILLS (and confirm it) in game to set your skills to the new values.

Stat reallocation and the "30 day instant skill migration" period was available at the time GS3 became GS4. If your character logged in at anytime after that, their opportunity for that has come and gone. If they've never been logged in to GS4 (only GS3), they will still have this available.
