Is there a way to have a raffle table in game? like with the Ticket barrel, display table and the like?

Not unless you're an MHO or CHE and make arrangements ahead of time for it. Closest thing is probably the auction blocks that exist in limited numbers.

The GSWIKI Indicates the player Auction Blocks can be unlocked to support short-term raffles.
They work really good for impromptu auctions.
